Vogue magazine debuted in December 1892 as a weekly publication that was started by Mr. Arthur Turnure.  An image of the first cover from the 1892 debut issue can be found in an article from the "Acculturated" website, the URL is:

There was the drawing of a woman on the front cover as depicted on the image in the article.
